I guess what I was pointing more toward is that there are situations or people that need a more predictable control panel.
To be clear, I like the panel and the one hand scrolling. Its gorgeous to look at and most of the time its convenient. But it does mean that it is not good in emergencies.
For example:
say I urgently need to:

Turn on wifi.
I know to flick down just right of the camera notch, and the toggle is reliably about halfway down the page.
access system settings.
I try to flick down from the right top corner but what page I land on is a bit of a lottery. I then need to scroll to adust the pagu before I can do what I need.
It is even worse for the items to the far left on the menu.

I tested on three Pixel 3a devices for one week. No active use. All background services turned off. Location services and Bluetooth also turned off.
The same behavior occurred on every device. When I turn on Wi-Fi, power consumption increases dramatically.
Without Wi-Fi: 1 to 2% per hour
With Wi-Fi: 4 to 6% per hour

Does it need a setting so users can choose the default sorting mode? Currently it would always start with alphabetical/ascending as default, which seems the natural way.

It is now still at 37%. The scaling governor is active. This reduces power consumption to 22mA. When the scaling governor is not active, power consumption drops to only ~240mA
The device can receive calls and text messages. The alarm clock works too. (Nokia 3210 mode
The same behavior on my daily-use Pixel 3a. Without using Wi-Fi, the battery lasts at least 2 days.
I’ve tried to build a script that turns off Wi-Fi when the screen is turned off and keeps the scaling governor always on for all cores. Unfortunately, without success so far. It should be a solution that still works even after an update. I currently don’t see any loss of functionality.

I know that "some people have managed to install UT from Russia", but a functional system is characterized first of all by satisfying the needs of the overwhelming majority, not "some people". The fact that this technical issue can be discussed/addressed only in Telegram groups and not via normal Support (online forms) points to the fact that non-profit projects like Ubuntu Touch don't always stand up to the standards of commercial enterprises...

A great many commercial companies offer their services only in a very limited part of the world, for example, only in the European Union and North America.
A great many commercial companies take weeks or even months to respond to their customers’ support requests, and very often their response consists of pointing out that the requested service is not part of their contractual obligations, or of offering the service at a price that the customer cannot or will not pay.
By comparison, the level of assistance provided by the community UBports over the past decade through various channels (Telegram, forums, Matrix) and in dozens of
languages – in the absence of any commercial relationship and therefore outside any contractual obligation – strikes me as being of a very high standard in terms of relevance and effectiveness.
And all this help is provided free of charge.

Directly donating money is always an option but I did try this last year and I got very little engagement from the community.
I had asked for a 'promise to donate' rather than sending the money to anyone so there was effectively no risk for the donors as they would donate to the winner directly.
When I asked for people to dedicate time or effort to create a reward (images, logos, etc), I got much more engagement. This is great but it can't scale well if you want to get more than 5 people contributing to the reward.
