The padlock should be open.

In terminal
fastboot devices - you should see your device listed
fastboot oem unlock
fastboot reboot

If you try windows again you need this version of adb https://forum.xda-developers.com/showthread.php?t=2588979 it works better. When you say bricked did you get the dead chip screen? beacause it will restart from there just need to remember how.

I used it on linux mint 19.3 and windows 7, and I used different cables. The versions I used are 0.4.14 and 0.4.16. I just found someone used ubuntu-device-flash to install. I will try that later.
In an attempt I bricked it, so I used nexus root toolkit to unbrick it with jelly bean(it came with marshmallow when I received it.)

You may want to check adb and fastboot also work correctly. What OS are you installing from? also try many different usb cables as they can be a big part of the issue.
As I said search the forum there is a lot on here about nexus 7. Last thing for now you might want to change your user name to something else any problems doing that let us know and we can sort that for you. Will be back later on today. Good luck.

There are a few threads on here about the nexus and can be a bit of a pain.
