I currently am running the latest update of 16.04 on my Pixel 3A. Should I do the upgrade to 20.04 by switching the channels, or should I wipe the phone and do a fresh installation of 20.04? Wondering what the official guidance is on this question.

Wiping isn't required but just like the usual big updates/upgrades in any system, it is ideal to start from fresh to avoid random strange issues.
