You may be thinking of Anbox. But that is old and no longer maintained. The better option, for those devices that can support it, is called Waydroid.

But how that relates to the subject of this thread is unclear to me. And I think you asked this already. Were those answers not what you were looking for?

I think you misunderstood his point.

From what I understand, he'd like some phone hardware like on computers, meaning on which you can install, easily, any OS you want, android, UT, or else.

It was always ment to be fir mobile device specifically phones but also tablets. That is it.
There ar more Linux based OS out there so best to have a look at them but not here.
