mms issues... again

Hi all-
Per the other thread, i got UT Focal successfully installed on my Pixel 3a.
One of the issues on my Nexus 5 (Xenial) was that it would not receive MMS messages. I tried this on my new Pixel 3a, and it worked- i successfully received images from 3 separate people.
But now, it doesn't work again. A person who sent me a picture earlier in the day, sent me another, and i got the same error i had before on the Nexus 5: Could not fetch the MMS message. Maybe the MMS settings are incorrect or cellular data is off? with a Download button below it that tries again but never works.
So how the hell can it work initially, and now not work at all? I changed nothing in my settings, and all i've done to the phone is add a couple pieces of software and import contacts. But now all MMS is broken again.
What. The. Hell? Any thoughts?

No idea, but i would check if the APNs have changed and are still selected. (Wifi must be off to receive MMS)

OK, i turned off wifi and was able to re-download the images that i missed. So that must be the issue. (Earlier in the day, i think i had wifi on, but hadn't actually set up the network yet.)Now, i do recall disabling wifi on my Nexus 5, and that didn't fix the problem on that device. But it appears it has for the Pixel 3a. Weird.
Why is it the case that wifi has to be turned off to receive MMS?

This is due to internal limitation, pretty hard to tackle...
