Wake up CPU cores

I have very often this problem: When I wake up my phone (Pro 5, rc chanel) from standby, the phone moves very, very slow. I have terminal with "top" command on all the time and I can see there that there is only one cpu core on. Maybe even that is not clocked to the full speed. It's like the phone didn't wake up from this low power mode. Sometimes I have to leave my phone and come back in 5 minutes or so and then it works ok.
Can anybody help me? It does this even after restarting the phone - so it's not like the phone has been on for days and something went wrong. I have the Anbox kernel.
