Does this device has 4G because im Germany they switched off 3G?
... Actual i have BQ E4.5 with max 3G an i want to change to a device with max 4G and ability for hotspot for my laptop -
No 4G
BQ 4.5 = BQ E5 HD = H (High Speed Packet Access) network maximum.

Yes unfortunately the devices hare limited by their hardware to 3G only.
