Carrier 23415 and no outgoing calls to mobile numbers?

Fault is as decribed in the title. I do have data, and calls work fine from an android phone. The sim is not locked, or secured by a PIN code.
Running on a Pinephone on the devel channel. It was working fine, but hasn't made outgoing calls for a couple of weeks now.

I'm UK based, using Virgin Mobile. I believe they are a virtual operator piggy backing off Vodaphone. SIM has 4G capability.
If I go through mobile then 23415 carrier services if I select customer care - 789 - I get through to Virgin support. I can call land lines, but not mobile numbers.

Not recognising and displaying the carrier name correctly is odd, however I have just discovered calls work if I remove the leading +44 from the number.
