No, libertine uses one of several possible containerization technologies. On xenial it uses proot containers. On focal I have read it uses bubblewrap.
It could also use lxd, but that integration is currently broken on UT.

Probably not. You should configure access outside of the container, on the host. The container just uses whatever connection the host provides.
