Maybe develop an App with which recording video from camera by wifi to other devices could make ubuntu touch be more famous

I used ffmepg /dev/video0 xxxxxxx rstp://xxxxxx on openwrt before. it is very easy to use.
But I didn't find any easy way to me on Ubuntu Touch to make this.
I thought if there was an easy way to make this, Players could take the motherboard and the camera,a power adapter with output 3.7v,and a 5v fan ,a 3D-print shield to make a 1080p60 or 4k60 video monitor.
It would far exceed any of the video monitors on sale,we could use it with SurveillanceStation and very cheap
My programming capabilities is not Ok，so any expert is interested on it or give me some advices like directions to me to make it?
