best option for phone calls over internet?

Hi all-
I've been learning about VoLTE and the current issues with it, and that it doesn't appear UT will have a solution for it any time soon. My understanding is that 2G and 3G calling in the US is now not possible at all.
So, what are the options for making phone calls without VoLTE? In another thread, someone mentioned SIP. I know very little of SIP, so feel free to dumb things down for me.
What SIP options are there for UT? Is there a particular recommended app? Can it still connect if mobile data is on or does one have to be on a wifi connection? Basically, if i find myself in the US, how can i make a phone call?
Hope someone can provide some insigth- want to get ahead of this before i really need it. Thanks!

I did find some information about Linphone. It's available on the OpenStore for Xenial but doesn't seem to be available for Focal yet.
