Mobile data on my FP4 works well using the default APN settings for Telus Mobility but I can not download MMS using the default APN settings (also tried leaving proxy and port blank). Is there a fellow UT user in Canada who was successful in downloading MMS with FP4 on the Telus network ?

@nogoogle Not with Fairphone 4, but in lieu of other more specific input:
I used to use Talus (Public Mobile), and for me MMS worked only when I had different APNs for MMS and for Internet.
I was able to use an APN used for tethering as my Internet, and the normal APN for MMS. With Public Mobile I believe it was isp.mb.com vs sp.mb.com

Others have sometimes reported MMS only working with combined MMS&Internet APN, so it's worth playing around with it, both ways

@nogoogle I don't know why I didn't think of this before, but the whole reason that I left Telus was because they said that due to network changes, my device (then a Oneplus 5t) would no longer have functional MMS. https://www.telus.com/en/support/article/picture-and-group-messaging-changes

The linked article says "older decices", but other communication from Public Mobile said the only way to be sure was to use a phone from a fairly small approved list, which FP4 isn't on.

Maybe some kind friend who uses another network would let you briefly borrow their SIM for MMS testing, to see if changing networks would solve it.
