Yes, I have tried
fastboot
and
./fastboot
on Linux with and without admin rights.
In the meantime, I have also tried the ubports installer on Windows. But I have the same problem there.
The tablet is simply not recognised at all.
Is there another way to update the tablet to the newest OTA?

No, not really. The latest supported versions of UT are on 20.04, Focal Fossa. But the BQ devices never got updated past 16.04 Xenial Xerus. So I think you are already at the latest OTA available for your device.

What state is your tablet in at that moment? Is it booted normally, is it in Recovery mode or is it in fastboot mode?

It says here that it goes up to OTA 25.
It's still outdated, but still better than my OTA 13.I always had it in fastboot mode when I tried it. But it's no problem to exit fastboot mode and then boot normally again.
