Bluetooth settings page isnt showing paired devices.

Hello all!
So the settings page on my phone is essentially empty (not counting an airbud falsely showing up as available when in reality is off).
wiped the folder containing the config but still nothing showing. And now i cant pair the BT speaker i used before with this phone, it doesnt show up even though its in pairing mode and it shows up on a zte a76.....Up until now a simple reboot fixed things but now even a literal cold boot (battery out for a minute) wont make it to return to normal.
Any ideas where should i start?

Run this command until you see all your paired devices listed again
sudo systemctl restart bluetooth.service -
Ran it 20+ times, nothing......
