Porting Ubuntu Touch to a Windows 10 phone poses its own unique set of challenges that no one has been motivated to work on.
So the short answer to both your questions is: No.

I have said this on Telegram, but Ill say it on here as well, if someone wants to port to a windows phone device but doesnt have one, let me know, I have a few I can spare. I would attempt to port one myself, but I have too much going on in my personal life right now.

It appears someone finally figured out how to unlock the bootloader of most Windows phones, but I don't see any successful Android ROMs, nor much development, for the HP Elite X3. It's a start, but I wouldn't get my hopes up.
