xiaomi mi a2 no mobile internet on 16rc or 16development

fresh install no mobile internet on Tmobile at all ATT working for just about 20 seconds - after that DEAD - WIFI only. also no mobile internet so no MMS.
i've tried 16RC and 16 Dev
