for the next ota 3 it could be implemented when a contact is added to choose to include it in the phone or sim.

There is currently a thread regarding suggestions for the next release. If you have not already done so, you could add your thoughts to that. However, it is getting a bit big now. The other things that you could do is raise a feature request in GitHub.

If you go to Github.com you can create an account there and then go to issues and raise another. When creating it gives you the option to ađdo issue or new feature.
