I have a pixel 3a. I downgraded to the 9.0 build PQ3B.190801.002 as posted on the pixel 3a ubports page.(https://forums.ubports.com/topic/4621/google-pixel-3a-sargo) Then I used the 0.6 ubport installer as also instructed by the page. I am able to flash but as it then tells me to enter recovery mood, the device is no longer able to be discovered by my computer. I have attempted this in windows and Linux environments.
Tried different usb ports on my computer.
Tried different usb cables as well.
I am not sure what I am missing.
PS: I tried three versions of ubports as well.

Did you remember to enable usb debuging under developer options in android? - Being sure to click yes on the always allow this computer trust prompt? Then wipe data in TWRP after?

You should still have fastboot access to re-install android and try again
