Backing up contacts

Is there a way to back up contacts (phone #s) to a folder on a pc and restore them to phone.

Yes, you can export them as a .csv file and transfer that (for example, through a USB cable) to a PC...
and in a new installation you can import that file into the Contacts app. -

I have pixel connected to my pc
It shows as a device ,but I cannot view contents.Nothing there.Do I need to connect to a linux pc? -

The question 'how do I connect my phone to my PC' is of course a new question, and I must confess that I don't know how this works under Windows. You might consider starting a separate topic for it, because it really is a different question.
Here's a really simple way to move files between your UT phone and your PC, if you use Telegram/TELEports: send it to yourself.

They are stored where you put them when you exported them as a .csv file. The export option is in the options menu (cogwheel icon) in the right hand top of the Contacts app.
I would say that the 'downloads' folder is a good option, as that is accessible when you connect the phone to the PC.
