@ellypsis vnstat is not installable? Strange, it should be for 15.04 in any case, and also probably also for 16.04. You need to make / writable though, and this needs to be done after every reboot to keep data recording active.
After 16.04 release we will hopefully have time to look into this a bit deeper.
