@coline5035 unplug the device and plug it back in. Did you reboot the device after you unlocked the bootloader and set Android back up, then set USB debugging to on?

Stepping back a bit, have you got Fastboot and ADB drivers installed on your PC?

Hi! I had this problem once. Maybe it's about hardware: Are you usinig a docking station for your laptop? That was the reason it didn't work for me. Also, try different usb-cables.

You need to install Fastboot and ADB on your system so the device is recognised. I install Android Studio on Windows systems and navigate to the folder(it is a hidden folder): User>AppData>Local>Android>SDK>PlatformTools
and I open the command prompt there. I can them use ADB and fastboot commands to then manipulate the device ROMs. This will give you the latest ADB and Fastboot drivers and allow the UT installer to work.
                      Things to note:
1)The devices bootloader must be unlocked
                      2) Once the bootloader is unlocked, boot back to Android, set the device up, enable developer options, USB debugging and then reboot to the bootloader (or Fastboot mode).
                      3) Be patient and take your time, perseverance is key. On some devices the installer may hanf, or the device will sit at a black screen - it is usually doing things, so leave it alone unless it takes longer than 30 minutes.
                      4) The Nexus 4 and Nexus 5 are great "starter" phones to set up and use UT. Bear in mind the age, so batteries can be weak (Nexus batteries though are really good). The Nexus 5 had a design flaw on it's CPU so it may cause a boot loop. If it is a hardware boot loop, the phone is a brick, however, make money back on it by selling for parts - then you can get a better device (which I highly recommend the Oneplus 6/6T which is my view, others may vary).

Best of luck, any questions, check forum posts and do ask.👍
