Indicator menu 20.04

There're some inconsistencies in the indicator menu, for example:
- Location-indicator (GPS) is always visible even if you disable it in the menu (in 16.04 it is only visible if enabled)
- GPS is always usable even if it's disabled from the menu (indicator get's filled)
- You can only switch off GPS in the system-settings for sure
- If you switch off GPS within the system-settings, the indicator disappears (like it should) but you can't switch it on again by the indicator-menu
Is this behavior intended or a regression to 16.04? In 16.04 it doesn't matter where you switch on or off GPS. And when it's off, you can't use it.

This is probably an issue with Volla. I don't encounter this behavior on the Fairphone 4. In FP4, the problematic one is bluetooth.
