@aam42 You might be encountering the same problem I was. Make sure when you turn it off, you actually hold the power button for 15 seconds. You'll see the device start to reboot, but after 15 seconds it will abruptly shut off and stay off. After that, you should be able to get to the recovery menu by pressing the volume down button during boot as described.
