As far as I know, the Android rom gets overwritten anyway (with the exception of the kernel). So it shouldn't make a difference. But I may be mistaken.

What does matter is whether the partitions are as the installer expects them. That is why it's recommended to have the stock rom in place before starting the installer.

AFAIK, the kernel is also overwritten.
It's just that Ubuntu Touch uses the same kernel to be able to communicate with the blob firmwares.
And yes, the installer does not rewrite the disk partitions, it just writes to the expected partitions.

@applee while my phone works it for sure has a borked rom
while being android it hung on the boot animation so i flashed UT and now i can use it but no rw no matter what i do
im suspecting is interfering with rw permissions on rootfs somehow that dont make sense

It doesn't. You overwrote it with UT. It's dead and gone.

You seem to go in all directions at once. (Hint: the various posts and topics you created)
My bet would be to start over to isolate the problem.
Maybe flashing Ubuntu Touch was not successful hence some trouble or maybe there are hardware issues with your device.

If I were you, I'd start by getting a fresh install of Ubuntu Touch.
Test it out and figure out how it works without tinkering.
Once you'll have things all figured out on how it is you can then proceed and go deeper.

Given your development skills I would give QML a shot and try the way Ubuntu Touch is designed for.
Then you might go to Python and work your way out this way.
                    Step-by-step.

Right now, I'm not able to follow your steps and so it's hard to help you out.
Also figuring out why you cannot create an account with Telegram is very strange and there you'll find a lot more help too.
