For this question I take the Youtube app as an example.
Today I saw the Youtube app has been updated. The Open Store app shows it on the list off updated apps. There I saw the new version off 31-08-23 has 1394 downloads.
In the past there was a link to install the new version. But I do not see this link. Also, the link to installed apps in the App Store showed how many new apps there were. But not anymore.
I am on a Pixel 3a XL Focal
Maybe I am mistaking.
- Installed version 6.3
- Newest version 6.3
- Change log 6.3.1
Are you seeing app updates of installed apps and can you choose to install?

@TheBird sorry, I was mistaking. I now see a new update for the Youtube app. I see an update button. So it still works like before

The strange thing is now the installed version is 6.3.1, same as the changelog. So at first the changelog was ahead. It is a little confusing.
