The port should be V2.
A cable compatible with 3.0 should be fine, just need to have a good data connection.
I tend to use cables I got for a SSD. -

@AppLee Ports and USB data cables can be scanned, and MIUI version can be degraded and upgraded, but they cannot be scanned in Ubuntu touch, presenting adb is Scanning for device and scanning for device. I think it may not be related to the hardware, but there is no problem in data transmission.

Just to check your device is Redmi Note 9 (codname is merlin)? The devices boot loader is unlocked?
You are rebooting to the bootloader as per instructions?

The method you provide is nothing more than changing the device and the USB port, which wasted me a whole day, why is it must be a hardware problem, how can ADB scan the phone in fastboot mode be scanned?

If things don't go to plan, you have to take a step back and check that you have followed the required steps:
Bootloader unlocked - checked
Correct version of Android - checked
USB port changed - checked
USB cable changed - checked
Installer is 0.10.0 - checked
Device functioned correctly under android - checked
Device is merlin - checkedIs the latest version of ADB and Fastboot installed on your PC (I use Android Studio as it has the latest versions and this solve a whole lot of issues)?
If you haven't install them and in the Platform-Tools folder open a terminal and with the device in fastboot mode see if it picked up in fastboot.

@CzZ Install or boot TWRP (recovery) and ensure the Data partition is EXT4. Reboot to the bootloader connect to the PC and run the installer, but manually select the device from the drop down list.

@MrT10001 After Rebort System, the phone will restart and then enter the fastboot interface. adb is Scanning for devices will appear in the downloader. If the phone is restarted, it will remain stuck in the fastboot interface until the system is reloaded
