Is there any paint app avaiable for UT? Or any .deb that works in libertine?

@Kamil The complete Ubuntu Repository is available in Libertine. So you could check what works best for you on your device. GIMP mostly works, Krita is hit or miss. Your mileage may vary.

@Kamil What device are you running this on?

The issue you encounter is not a bug in the apps, but a longstanding and difficult to tackle issue on Libertine.

@Kamil Yeah, portrait is kind of a pain to use with those apps, but that would not exhibit the bug.

@arubislander Maybe its just global issue with libertine or with my UT port? Running latest UT on oneplus nord n100 be2013

@Kamil It is a global issue with XMir / XWayland on all ports.

I'll recommend another UT app: Image Composer:

                            https://open-store.io/app/image-composer.matdahl

It's lightweight and does all the basic things in a very efficient way.
