In what ways does it make porting easier? It still seems pretty hard.

Currently the existing core devices were ported using "classic" porting steps. Halium will come to them, but thats WIP. But, for some of the community devices, like the new Oneplus 2/3/Β§t and Sony Xperia X, Halium is already used.

Mostly through shared effort for multiple operating systems. We also have far better documentation now than we used to.

Embedded systems programming is hard, especially when you're trying to do something the manufacturer didn't intend. For example, running software they never designed their hardware to run.
