offline charging partially working?

does this mean that I might not be able to charge my phone without internet conntecion? surely this is a misunderstanding. what does it mean?

I think it means you can not charge the phone while it is switched off. An internet connection has nothing to do with it.

Hi,
Many devices ( maybe all ) turn into fastboot if you charging them offline.
It's not a big problem but I don't know what happens if the battery reach the 0% and we can't start the phone.

Thankfully, not all no, since MX4 battery hardware issue would make it a dead phone if only online charging was psossible lol.
