      Can 32bit WinXP install UBports to new OnePlusOne

      If not, where can I go?

        Depending on your hardware you could try with an ubuntu live-image:

        Download the last stable (16.04.3) live image at https://www.ubuntu.com/download/desktop that fits for your computer.
        Burn it to DVD or a pendrive if your computer supports.
        The exact steps how to do this are given on the ubuntu homepage.
        Start the computer with this image and choose "Try Ubuntu". Then the computer shows you the ubuntu desktop without touching your windows. To obtain help click on the ubuntu-button (left-up) and search for "help", there you can quickly read how to use the desktop. This help is really useful for everyone.
        Open ubports.com in firefox and install the .deb package (maybe the snap works as well, i never tried). "Open with software-center" should work.
        Then you can start the flashing-process of your phone.
        Once everything is working you can just turn off the computer, remove the starting media and enjoy your windows again.

        What are the main issues of this method?

        1. your computer should be able to boot from pendrive or you must have a dvd-drive
        2. most windows users struggle in downloading and burning a bootable image even if there are tutorials for this.
        3. for windows users its difficult to find their bios to change the starting-media and blame linux for this
        4. if you have exotic hardware the live-image won't boot.
        5. working in the live-image is terrible slow, because everything is happening in your RAM. You should have plenty of it...
        6. if you reboot you have to start again from scratch
        7. i never tried it with flashing a phone, i used this method for repairing broken systems/harddrives etc.

        Hopefully this helps, it will take some time to do this...

        Alternatively:
        install it on virtualbox (with USB-support),
        install linux-distribution with .deb or snap support on empty partition

          My WinXP box is a 32-bit / 64MB SDRAM / 2Ghz AMD machine

          While Rufus 2.17 created a bootable USB drive from the only file provided at:
          https://www.ubuntu.com/download/desktop
          ubuntu-16.04.3-desktop-amd64.iso

          Booting from the USB drive causes the error below:
          "This kernal requires an x86-64 CPU, but only detected an I686 CPU.
          Unable to boot - please use a kernal appropriate for your CPU."

          I don't have access to a 64-bit box, and won't buy one. That what the 1+1 is for.
          Is there a 32-bit image of "ubuntu-16.04.3-desktop-amd64.iso"

          If no such animal exists, can someone burn my 1+1 phone for me?
          I'm near Disneyland, in Anaheim, CA - and will pay reasonable consulting fees

                Now that you have a 32 bit linux running, I'd try the magic device tool, pulled from git, or using ubuntu-device-flash directly, installed via apt

                not sure, maaaayyybe. Somewhere in this forum someone managed to manufacture an Android-zip installer for their phone .... I'd try mdt/udf first as mentioned above
