I enabled oem, usb debug, install via usb mi unlock stats and nothing works

It seems your device is not supported and needs a custom port.There are several versions of Xiaomi note 9 and yours merlinnfc is different from the supported one merlin...
Maybe it can be forced to use the merlin port on your merlinnfc but I don't know how and I will advise to tread lightly if you don't know what you're doing.Best of luck.
