No, the do not work on the current OTA-3 which is based on 15.04. Nor do they (yet) work on the development version of 16.04.

Be sure that we will spread this news to everywhere when it will work.
That said, snaps required snapd which in turn requires a certain minimum kernel version. We cannot backport all that stuff, so certain devices with older kernels will not be able to run snaps at all.
