@totalrando I did that and same boat. I reinstalled lineage and again everything worked fine. I found cyanogen and flashed that, tested the wifi and cellular data and they worked. I tried UT again and now it won't even boot. If I do the stable release, it cycles every 5 or so seconds. If I use the halium, it just stays at the splash screen. I knew I should have just gotten a pixel 3a but I wanted to most complete experience and OPO was at the top of the list. I'm going to try and go back to lineage and see if that can boot.

@totalrando Those were the steps I followed after someone recommended going back to stock. And I'm flashing only because that's the tutorial steps I was originally following. Additionally, any attempt to install oxygen fails because I get the error "This package is for Oneplus devices: this is A0001". I'm on linux and most single step installers (when I can find them) only tend to work on windows or mac so I break the *.bats open and just walk through the steps one at a time. I'm feeling more and more out of my depth with each passing attempt.
I also can't find any older oxygen OS releases. The oneplus website seems only to have the newest.

Getting cyanogen up and running involved flashing a bunch of partitions in fastboot and I think one of those must be incompatible with UT. Does anyone know where I can get some that work?

@lakotaubp Is Lineage not the stock OS? It's what was on the phone when I bought it but it is refurbished.

@lakotaubp They were both working fine. The phone came with lineageOS and they tested find on that. I tried toggling the airplane several times, as well as checked the WiFi settings for the battery to no avail. For the cellular, it's possible that the APN settings aren't correct but I have no idea which of the numerous ATT options is correct.

Just got a phone and loaded UT using the installer. I've got no WIFI and no cellular data.
I just got a nice refurbished OPO, unlocked, and used the UBPorts installer to install UT 16.04. Everything seems to be working fine with the exception of WiFi and cellular internet. I can make and receive calls using my ATT sim but trying to access any internet function doesn't work. I can't use the browser or check for updates. During setup, and after, no WiFi networks are displayed.
Kind of at a loss here. I've searched for answers and have tried loading the various releases, stable, devel, halium-devel using the UBPorts installer and the general result is the same.
Any suggestions?
