Thanks for the reply. It's not powering down at all. It literally goes to the Android Recovery screen briefly before the Google splash screen then boots into UT.

I installed UT on a Google Pixel 3A using the installer and it worked fine and installed UT fine. But I ran into an issue when I tried to power down the device. It brings me to the Android recovery screen then moves into the Google screen and then finally reboots back into UT. There's no way to power down the device.
I then thought that I must have messed something up so I re-flashed the device back to Android 9 and performed the task again with the same results. I did this multiple times over the weekend but I can't seem to get rid of Google remnants of the phone and also the obvious issues of never being able to power down the phone.
Has anyone else ever run into this issue? Does anyone have any ideas on how to resolve it? I googled everything I could and I'm out of ideas. Thanks.

How do leave 2G/3G/4G blank with no entry? It appears a selection must be made to me.
Any help would be greatly appreciated.
