Then shows a list of ALL installed programs (or at the least appropriate programs). Is there such functionality?
Related, is there a text editor like Mousepad or Gedit?

This functionality exist via the Content Hub.
This is due to confinement and this mechanism allows apps to exchange content through this hub avoiding rogue apps to access data without the explicit user consent.
The drawback is that each app has to implement the Content Hub in order to allow such exchange with another app.
The File Manager display all compatible installed apps for a specific content if you want to check it out.And regarding your additional question:
