          As always the answer is it can... but...
          It's not easy and will require skills and time.

          If the question is: is there a simple way in the settings to customize the notification bar, then no.

          If you want to tinker your own device then you can find the sources and edit what you need.
          But I've been told this is a mess this part of the OS and people try to avoid getting too deep in to it.
          You can search for the "notch" problem to see how devices with a camera notch can be hacked to move away the icons.
          And you'll learn about why a proper implementation has been delayed (and might still not exist yet)...
