Can it do External Monitor + Screen Off?

Can Ubuntu Touch use External Monitor with Screen Off?
I have a device (Galaxy S10) with broken display and I tried some old UT build (16.04 I think) for it. It could only do HDMI output to External Monitor while the Screen was On. When I turned the screen off, the External Monitor locked. This is undesirable in my situation - the device's display does unwanted clicks.
Does it still work the same way or has there been some settings/improvements added?

@faveoled That's not currently possible in UT. Not sure if it's a hardware thing or can be fixed with software.

@kugiigi it's software - stock rom does this fine

I mean this must be a hardware issue.
The behavior of Ubuntu Touch is as expected.
If you lock your phone, then ... it's locked. If I understand your issue, you want to switch off the screen (including the touchscreen) programmatically to avoid those phantom clicks.
For this I guess it should be electrically switched off as the input seems sketchy.I wouldn't know where to start, but if I could help clarify the issue, that would be something I guess

Not really. It should be possible to turn off the device's screen with a power off button and use the device with External Monitor. I don't want my device's screen to waste energy and show anything while I'm using the device as a portable PC.

You don't want it this way, but this is how it is intended to work. And how would you lock the device if not with the power button?
Your specific use case is not how it has been designed to work. When connected to an external screen, the touchscreen is intended as a trackpad and/or virtual keyboard.
The power button is used as always to lock the phone. If there is a workaround for you, maybe someone will be able to help.
But don't expect a change in the OS only to help with your broken device. -

With a shortcut on my keyboard connected via USB-C or Bluetooth. Again, this is not a broken-device use case.

To be fair, this is a very valid use case. I've wanted this right from the start since if you use external keyboard and mouse, you won't need the virtual one so the screen will be useless. In Samsung DeX, you can do this although I noticed that some apps wakes it up when doing certain things.
In any case, there's no way to do this right now. It might need changes to the lower level components such as Mir. Also note that unlike Samsung DeX, UT is using the same UI or DE when connected to an external display so anything you do on the device would affect both displays.
