When I change Message sound in the Settings, it is only after a complete restart that this is taking effect. Not even a Lomiri restart makes a difference, it needs a complete reboot.
Is that only on my Oneplus 10G? - should I move this to my specific device forum?

If I change the ring tone on my Fairphone 5 running 24.04-1.3, if it receive a phone call immediately after that, the new ring tone plays.

oups sorry for not reading carefully ! But it's the same, no restart necessary, a sms received gets the new sound immediately.

@gpatel-fr I just tested it now with sms and it works - it uses the new selected Meesage sound.
So it is only for notifications from apps (like Dekko, Greenline) that the Message sound is not updated unless a reboot.
It starts to sound more like a bug?
