Hello. Yes, i have note 9 pro global/eu. I flashed android 12.0.2 on the phone as You have adviced, then installed ut 20.04. First boot was ok. While i set the system it's vibrating (language, keybord, time...). After even if I dont install any apps, only reboot the phone, it does not vibrate.

Yes, I have the dev version. It has been working since the last two updates. Now I have ver. 202. I hope I won't have any problems with it
