You can via UT Tweak Tool, via favorites apps, but will be deprecated with OTA12
What you can do too via tweak tools is modify "grid size" of the OS, via scaller, that make more apps per lines. (don't use 20 as it gets crashs in morph https://forums.ubports.com/topic/4072/morph-browser-crash-related-with-ut-tweak-tool-need-testers/5 )

And with UT Tweak Tools, don't do anything you don't rules, if not sure, don't touch the tweak.

Can I make different folders to put apps in on the application page?

Not on the base launcher, you can do that with launcher modular from open store, but i don't know how (must create/edit qml file to create custom page).

I do not understand what you mean by this.

@Edward-Wilhelm When you have the app open swipe right from the left-hand side of the screen to bring out the launcher. Then on the icon for the app you want to add long press on it. Then follow the instructions.

No to both of them.
Customization may come at some point in the future but with OTA-12 soon coming I'll advise against messing with the app scope/drawer.

In OTA12, the app scope will be removed and replaced by the app drawer.
There all apps are sorted by name.

It is know that many people want customization but that's not possible for the moment.
There are efforts made by the maintainers of Launcher Modular but it's still WIP.
