I like this idea, I think a good solution would be to have a blacklist of contacts in the contacts app, all added numbers are blocked,

There's indeed an app for Ubuntu Touch, that is not free currently:

It costs 10 Euros. It's valid for 1 device (attached to the imei number) I did not test it to be honest.
There's also a solution from Ofono Sailfish that (perhaps) might be compiled for Ubuntu Touch:

My solution is to add the caller to my contacts list and name him SCAMMER. Whenever he calls I know not to answer.
