Okay, this is a dumb question that I haven't been able to answer for years. I've used a Nexus 4 for some years, usually in the dev channel. I never notice that an OTA has arrived. I guess that's because they are only relevant in the stable channel. I'm probably wrong about that. You see, I'm ignorant of a lot about OTAs. How do I know which OTA I'm on and how do I see that I have received one? I can't find answers here, Wiki, general web searches. Sorry to bother with such a trivial question.

@lsitongia I think, as you say, OTAs are only really stable versions. The next one, later this week, is OTA 20, but if you are on dev, you probably already have most of it. That is my understanding.

Go to system settings, then "about" and see what's on the line "operating system".
Mine is actually, Ubuntu 16.04 (OTA-19).

@lsitongia Dev gets daily updates so you are well past OTA-20. As you suggest the OTA update is only a matter for the stable channel really. RC gets it as part of the weekly update schedule the week before. This is where the final testing is done.
