@lduboeuf Thanks for investigation. I can't guarantee, that I can test with my Volla because I'm on a business trip for the whole week and I don't know if I'll have time for the testing and enough bandwidth for updating/installing.

So today was also a Cell Broadcast test day for NL
Unfortunatly things were not working as expected and we can't figured out why yet.
If i find better debug command i will add it to the ticket. But we suspect something not working between the modem and ofono and that part of code is out of my skills, sorry.Will notify here if anything new found.

I've found the debug command for arm64 , see https://github.com/ubports/ubuntu-touch/issues/2003 ( Logs section ).
As it is now, we noticed that for Xenial, the test was not conclusive. But i have no idea if it's a porting issue or RIL<->Ofono issue.
I don't think we need to spend time on Xenial.
We should try with Focal, as it has a different code base for ofono. -

Feedback from yesterday Alert test in Germany:
Xenial users had no notification and issue is noticed between RIL and Ofono.
There has been a Focal test which was partially satisfying. No notification but logs shown that it was received by Ofono and a signal was emitted. So that is really good news!
Now I need to debug a bit why notif didn't went trough. -
Just to tell you i've received a Monthly test alert last Monday in my area, France ( Pixel3a 20.04 devel ).
So the stack is working! ( Notification + Indicator + Messaging-app )
Only one interrogation for me is if topic filter works ( Settings-> Notifications->Cell broadcast ).
Mine were all toggled on.I will add screenshot ( only missed notif )

@lduboeuf It looks like the cell broadcast feature will be trialled in the UK next month.

@lduboeuf Hi, I've checked the CB-settings with 20.04 OTA-1. I can activate notifications for the several alerts with their sliders, but the very first slider is off and greyed out and says "cell broadcast deactivated". Is this a bug? And do the alerts still work, if the first slider says "cell broadcast deactivated"?

Yes, we can't toggle on CB for now
Are you sure it is deactivated and not only greyed like below ? If it is deactivated, then no alerts will happen -
@lduboeuf Yes, it says "Cell Broadcast disabled" and the slider is on the left side, not on the right like in your screenshot.
Is there an option to activate cell broadcast (maybe from the terminal) or will the feature (toggling CB) come in future releases? -

@kristatos Just to know, do you have a SIM activated ?
CB should be activated by default. -
@lduboeuf Not really looked at this before but we are due a test of this in the UK on 23/04 Is the set up here the same for the UK do you you know.

If you are on 20.04 there is nothing to setup. But that may or may not work.
Last test in Germany failed in Ofono part ( not related to my work ) -

Which device ?. It could be also a device config missing

Maybe ask for support there ? If its device specific ?, or there anything that needs to be done with your provider ?

@lduboeuf After the anouncment of cell brodcast tests in the UK I decided to wait for OTA-25 to land before looking any further.
My Volla Phone X took the update today and everything appears to be OK..... apart from I can't find cell broadcast in System Settings. Where should it be?

Cell Broadcast is only available on 20.04...
