Yes, we can't toggle on CB for now
Are you sure it is deactivated and not only greyed like below ? If it is deactivated, then no alerts will happen

@lduboeuf Yes, it says "Cell Broadcast disabled" and the slider is on the left side, not on the right like in your screenshot.
Is there an option to activate cell broadcast (maybe from the terminal) or will the feature (toggling CB) come in future releases? -

@kristatos Just to know, do you have a SIM activated ?
CB should be activated by default. -
@lduboeuf Not really looked at this before but we are due a test of this in the UK on 23/04 Is the set up here the same for the UK do you you know.

@lduboeuf Yes, if have two SIM-cards and both are activated. I can have CB-settings seperate for both of them, but both have this "Cell Broadcast disabled".

If you are on 20.04 there is nothing to setup. But that may or may not work.
Last test in Germany failed in Ofono part ( not related to my work ) -

Which device ?. It could be also a device config missing

@lduboeuf After the anouncment of cell brodcast tests in the UK I decided to wait for OTA-25 to land before looking any further.
My Volla Phone X took the update today and everything appears to be OK..... apart from I can't find cell broadcast in System Settings. Where should it be?

Cell Broadcast is only available on 20.04...

@lduboeuf Thank goodness for that. I thought either I was going gaga or there was a fault with my phone.
I will try updating before the test.... but I was waiting for OTA-2 with a fix for hotspot. I will just have to manage without that feature until the update arrives.

I will post here again some instructions to have debugs logs. I will not be available around 23rd of April. Hope it will work that time.
We already had 2 tests failures and 1 success on 20.04. But we need to add more debug logs in case of failure. -
For the next tests, make sure you will be updated to the latest devel 20.04 before .
To make sure all channels are subscribed, toggle on all items in System Settings->Notifications->Emergency BroadcastDepending of the Level of Cell Broadcast Message, the notification can be either a persistent popup with loud vibration in case of real emergency test or a simple notification with usual sound just like normal if the message is considered as a "Test" ( i know Android do it differently for that one, we should change it ).
Notifications can be seen in indicator and messaging app.If nothing received there should be a log that can be caught with :
sudo journalctl | grep CBSPlease report here if any success ( screenshots) or failure ( logs )

@lduboeuf My current plan is to back up my data then do a clean install of 20.04 OTA-1 on my Volla Phone X next Friday or Saturday. I then plan to switch to the dev channel to be ready for the test on Sunday in the UK at 3 pm.
EDIT : I see you have edited your post, thanks for the clarification.
Please ignore the remainder of this paragraph. Will the above mentioned merge be in the dev channel or do I need to do it manualy? If so can you point me at some guidance on this please?After the test I then hope to do a clean install of OTA-1 and hope it is stable enough ro use as a daily driver.... if it is not then I will roll back to 16.04 OTA-25 and restote my data.

OTA-1 is the beginning of focal. OTA-2 will have more stability. But Xenial level stability should be for OTA-3 for what i know. In any case, OTA-1 does not have the hotspot operational.
