The question is not wether you got "version 15" or not but more do you have a full download (about 400MB) ?
And to check the current version please check the about section in the system settings.The correct stable version should be OTA-17 image 20210504-20388
What I would do :
switch channel to stable.
Reboot the phone
Check the channel selected is correct
Then download and install the update.If you cannot switch from RC to Stable, then try RC to devel then devel to stable.

@applee About shows Ubuntu 16-04 (2021-W22), which presumably is not Stable channel.
Once again I selected Stable in place of RC and the phone locked up for a couple of minutes without showing any download. The back arrow disappeared from the top left of the screen so Settings had to be closed and restarted. I then restarted the phone, and checked for updates. There were none but Ubuntu 16-04 (2021-W22) was again showing in About.
The next step was to try Development channel which was more promising initially. An update was downloaded and then installed during the restart. This showed as Ubuntu 16.04 (2021-06-02/2) in About, and as UT version 2086 in the update list. I then switched to Stable and waited. No download or update was shown, so after a few minutes I restarted the phone. It now shows it is still has Ubuntu 16.04 (2021-06-02/2) in About, though the update list says it is UT version 15, and the channel selection is still on Development.
It appears that the upgrading process works but the downgrading process fails, and the phone is now stuck on Development channel. What a disappointment.

@cliffcoggin Have you tried just rerunning through the installer (without wipe) to get stable back on. Or are you having issues with that too?

Switching channel can indeed be wonky and sometimes show you multiple updates if you switched channel multiple times. I suggest to just try switching to stable again and wait for the update to show in the updates page. If still nothing, try restarting settings app and/or go to
About > Check for updates

@kugiigi That's the heart of the problem. Trying to downgrade from Development or RC does not prompt an update to begin.

@lakotaubp My reluctance to re-install stems from a bad experience a year ago when I found it impossible to install UT on OP1, which led me to get rid of the phone. I don't want to do the same with this Nexus 5 and ruin it.

@cliffcoggin As you already have UT on this one it should not really be an issue as long as you don't select the wipe option. But the choice is yours at the end of the day and maybe save it as a last resort when all else has been tried.

I switched from RC 101 or 102 to Stable on my Nexus 5.
No real problem at that time.
After setting the Stable channel, go back then close and restart the system settings.
And check that the channel is still set on stable.
Sometimes you just need patience to get the download.Oh and network coverage should be good.
I do this at home with wifi and close to the router, not too far where I have weak points. -
@applee Restarting System Settings after setting to Stable caused an update to show. The "update" lasted only one second before showing that software is up to date, which is far too short a time for anything to have happened. Going back to System Settings from there showed 1 update available again, and so on in a cycle that repeated endlessly. I gave up after 6 such cycles, turned the phone off, then restarted it. I am back where I started on Development.
I am convinced that the update is not downloading or installing. Upgrading works; downgrading does not. If re-installation is the only solution it will have to wait for ten days until after an imminent holiday as I dare not risk losing use of the phone while away from home.

My bet is more about the channel not really changing internally.
If when you reopen the system settings you still have the stable channel selected that's a first step.I think something like for the hotspot setting something might be funky with switching channels.

Some progress. After an update to Development version 2088 today I could downgrade to RC version 103, which all worked as expected in that a 427 MB update visibly downloaded, then installed itself without intervention from me. I have no idea what has altered to allow me to change channel today. I shall leave it a day and restart a few times before attempting to downgrade to Stable.

For what it's worth, I had similar difficulty in moving from Halium Devel to Stable recently. It would look like the change was made, but it just wasn't. I kept trying and eventually it stuck.

@moem Thank you for confirming that I am not unique in downgrading problems. I was beginning to wonder if I had completely lost the plot.

@cliffcoggin If you have, then we both have. I wish I could tell you what I did to make it work. But it was so unremarkable that I don't really know. Some combination of reboots (from complete power down) and keeping on trying.

Maybe channel switching must be improved. Displaying/downloading/installing the actual update within the switch channel page may help avoid confusions.

@kugiigi On my OP5 when you change channel you do get the spinning wheel to confirm channel change then the tick appears by the 'new' channel (Channel Settings). The next page back though (Update Settings) shows the 'old' channel until you go back one more page to Updates and the download has started then the channel on Update Settings changes. So there is a slight 'slight has it worked' moment that could be a bit clearer that things are working.
How this could be done and at what stage and by what the changes are indicated I don't know. Sounds like a potential design question to me. Good idea though.
@cliffcoggin I get this every so often too. So you are most certainly not alone If a few switches back and forth don't fixit I do resort to the installer. Patience is not a virtue I always have. -
