Halium 11.0 devices are devices that originally ran Android 11.
Taken together, that gives me a strong impression that this device originally ran Android 11 and that it needs to be running exactly that before you try running the installer.

You're in the US, right? I hear that can be a problem over there. Here in Europe, any provider will do.
