We should have a "default" alert sound as usual and then best would be to add a custom sound yes.

For the icon it seems OK, but I would suggest:

On other phones it sounds really noisy and like an there's an actual emergency....if we are takling about the same thing I think the default sound should be really attention grabbing.

So if anyone can propose a default Emergency sound and a less "noisy" one, would be awesome
For the icons, we could use the default warning. And maybe play with colors ( Red/Orange/Yellow) according to levels of alert. -

Is it going to be opt-in or opt-out?
Also full Cell Broadcast is much more than emergency alerts - we had something like Craigslist in Poland that was based on CB in early 2000s - it's probably not active anymore since the carrier is also gone, but if you want the full experience we also need an info "level", a screen with message history and another to select channels to subscribe to (maybe with the ability to define per-country channel id <-> name mappings?).
And definitely a way to silence a channel while still being subscribed - for example it doesn't make sense to get alerts from channel 50 for most countries, but checking it manually is a valid use-case.

@klh First iteration lets make it simple, and convey the alert categories without too much persistency and UX.
Also, messages can be added into messaging-app maybe, as special senders, and then they can be persisted also. But UX for showing and selecting available channels would come much later.

@flohack In general I'd agree, but from my understanding CB is/was opt-in - one of the reasons we got an SMS based emergency alert system instead of using CB here. But I don't suspect a government project of doing proper research, so it wouldn't surprise me if the info in the documents was wrong
