Focal ut-tweak-tool

Focal testing for ut-tweak-tool:
I have done a quick/dirty port of ut-tweak-tool to focal:

The first pipeline has artifacts for download, within those are the clicks.
Work included:
- rename gsettings items, most now use "lomiri"
Needs testing or rewriting
- scaling is commented out, as i think it needs to be rewritten to systemd?
- other items might need work
- restarting lomiri?
does not work:
- removing packages (is using qprocess and pkcon) rewrite to use click to remove packages? or is qprocess problem?

They have way more fixed than in my branch, will also give an idea of what needs work.
