ok i got it, i have to flash a second time without "--bootstrap" in the recovery. But there is the next problem. UT boots but without sim card(s) 😕 AND only the stable version boots up.

It should be OTA-10. You can find "VPN" in system settings witch supported from OTA-10.

Did you try to boot with the debug option removed from the cmdline?
I had the same symptom as you (systemd-udevd prints hundreds of messages per second until the phone reboots).
For some reason this only happens with the debug option set.
